As a not-for-profit member and shared-services organization that supports Ontario's 14 CCACs, the OACCAC is an Agent and Health Information Network Provider for all CCACs. CCACs inform patients of the personal health information that is collected, and the safeguards in place to protect personal health information as required by the Personal Health Information Protection Act, 2004 (PHIPA). As an Agent and Health Information Network Provider, the OACCAC has access to patient information for the purposes of operating and maintaining CCAC information technology and systems. The OACCAC is not a Health Information Custodian.
The OACCAC also acts as a Health Information Network Provider to other health-care organizations by providing network services and electronic software that assists those organizations' integration with CCACs. The OACCAC will therefore have access to other health-care organizations' information that is processed on our networks. Access will be for the purposes of operating and maintaining those technologies and systems that the OACCAC provides. Examples of such other organizations include hospitals, long-term care homes, community support service agencies, primary care, and emergency medical services.
